On a quick test it seems the All Tiles Start unlocks all progressions by default and overrides the purchase part. however, it only unlocks the middle 9-tiles of the map, but if you subscribe to the tomdotio All Areas Purchasable it will unlock all 25 tiles on start of new map with no built-in mods enabled. Okay, I double checked and the built-in unlock milestones mod allowed me to purchase the tiles, which meant I needed unlimited money as well.īut I was using this All Tiles Start mod and it didn't need any other mods to unlock all tiles from the start.
Maybe it's something new from one of the patches? Strange this isn't mentioned in any of the mods.

You can go bigger thanks to a mod that's been created in the Steam Workshop which will unlock a total of 25 tiles on a Cities Skylines Map. This is in stark contrast to previous posts where the devs made is sound easy to mod but they wouldn't support it.
